White House Press Secretary Jay Carney said that the president’s position of not negotiating over the debt limit had not changed and that he did not expect Republicans to threaten default again. He said that Representative Paul Ryan (R-WI) and Senator Patty Murray (D-WA) deserved credit for reaching a budget deal and urged the Senate to follow what the House did in passing the legislation.
