Senate Budget Committee members heard testimony from administration officials and others concerning the president’s latest Medicare changes as part of his balanced budget proposal. Much of the testimony focused on President Clinton’s proposal to move billions of dollars in payments for home health care services away from Part A, the hospital trust fund, but still separate from Part B, of which 75 percent is now paid for by general revenues. Several Republican senators called this a deception. Other issues discussed included the possibility of means testing, or making wealthier people pay more in premiums and the role of health maintenance organizations. close
