The U.S. Senate began this session with a discussion on a motion to invoke Cloture to the Motion to proceed to the consideration of S.830, The FDA Reform Bill. Cloture is the procedure used to end a filibuster. It requires at least 60 votes to succeed. The Senate voted, Yea 89, Nay 5. The Senate went on to consider a motion to proceed to a bill to change FDA procedures in drug and medical devices. A Motion to proceed is one way to call a bill in the Senate. The only other way is unanimous consent, which requires all Senators to agree to allow the bill to come up. The bill would change FDA procedures in approving drug medical devices. close
