Janne Nolan, Senior Fellow, foreign Policy Studies, The Brookings Institution, discussed the spread of strategic weapons to Third World countries. In a recent article in Scientific American she argued that this spread of strategic weapons to unstable areas of the world increases the likelihood that they will be used.
