The committee heard testimony on various campaign finance reform bills introduced to the Senate by members of the Democratic party. Earlier in the month, the Senate Select Ethics committee announced the results of its investigation into the “Keating 5” scandal, in which five senators were investigated for allegedly accepting sizable campaign contributions from the head of a California savings and loan in return for interfering with federal regulators' financial investigation of the troubled savings and loan. Although only one senator’s case was referred to the full Senate for further investigation and possible censure, the Select Ethics committee supported meaningful campaign finance reform to ensure such questionable ethical activity can be avoided in the future. In general, campaign reform legislation introduced by Democratic members of the Senate attempted to ease the huge financial outlays for campaigns spent by both challengers and incumbents with spending limits set by Congress. close
