The Senate debated H.R. 1281, the Dire Emergency Supplemental Assistance bill of 1991. The bill supplies funds for medical and financial benefits for U.S. troops returning from the Persian Gulf war as well as $650 million in aid to Israel and $200 million in aid to Turkey. An amendment to the bill would deny over $55 million of aid to Jordan, a country that supported Iraq in the Persian Gulf war. The Senate voted to pass the bill with the amendment denying military and supplemental aid to Jordan despite President Bush’s opposition to the amendment. The Senate passed the entire $5.2 billion appropriations bill by a 92 to 8 vote. In a letter to the Senate preceding the vote, President Bush supported aid to Jordan by stressing the important role Jordan must play in the post-war Middle East. close
