Mr. Kagan talked about his proposal to send more troops overseas to stabilize Iraq. In a report titled “Choosing Victory: A Plan for Success in Iraq,” he argumed that it could take up to 30 thousand more troops to stabilize Baghdad. It had been reported that Mr. Kagan’s report had influenced the speech that President Bush was scheduled to make the next evening concerning a plan for Iraq.
