Sen. Leahy, member of the Senate Appropriations committee, discussed the apparent failed coup by communist hard-liners in the Soviet Union. He expressed his pleasure at seeing the coup fail, as well as the reinstatement of Soviet President Gorbachev at the head of the government. Sen. Leahy called for all U.S. policies concerning foreign aid to the Soviet Union to be reexamined in light of the democratic reform movement in that country. He said the U.S. should not simply pour aid in to the Soviet Union, even if the U.S. could afford to do so. close
