He expressed his pleasure at seeing the coup fail, as well as the reinstatement of Soviet President Gorbachev at the head of the government. Sen. Leahy called for all U.S. policies concerning foreign aid to the Soviet Union to be reexamined in light of the democratic reform movement in that country.
