Alan Greenspan, Chairman of the Federal Reserve Board, spoke to members of the Senate Banking Committee about the state of the U.S. economy. Mr. Greenspan predicted the economy would “strengthen moderately” but unemployment would remain above 7 percent until 1993. He warned against fiscal manipulations and advocated a reduction in the capital gains tax rate to boost investment.
