Mr. Goode spoke about the Obama administration’s proposal for a national network of high-speed passenger rail lines as a means of reducing traffic congestion, cuting dependence on foreign oil, and improving the environment. The plan would be partially funded through the recently passed $787 billion stimulus plan, which included a total of $8 billion for improvements in rail service.
