The Federal Communications Commission (FCC) held an open meeting on ways to incorporate broadband and mobile devices into 9-1-1 emergency service as well as “net neutrality,” the principle that all Internet content should be treated equally by service providers. The commission approved the net neutrality regulations but allowed providers to charge consumers different rates for different levels of service. The three Democrats on the commission voted to approve the plan, and both Republicans opposed it. close
