On January 4, 1996, Representative Joe Scarborough (R-FL) addressed the House about President Clinton’s veto of a balanced budget. The federal government was shut down for 21 days from December 1995 through January 1996 as the House, led by Republicans, and the Clinton administration battled over the budget. close
