Sen. Nunn, chairman of the Senate Armed Services Committee, and Sen. Lugar, member of the Senate Foreign Relations Committee, spoke in a news conference to delineate their recommendations for U.S. foreign policy toward the former Soviet Union following their recent trip to the region.
