President Bill Clinton spoke in a news conference with David Gergen, George Stephanopoulos and Mack McLarty to announce a reshuffling of his executive staff. He announced that conservative journalist David Gergen, who previously served on the staff of Republican presidents, would join the White House staff as a counselor to the president. Mr. Stephanopoulos, the current communications director, will move to become the special adviser to the president. Vice President Al Gore attended the news conference. close
