The House passed by voice-vote a bill to let U.S. citizens sue foreign nationals and countries over the September 11, 2001, terrorist attacks. The Senate passed the bill unanimously in May 2016 and it now goes to the president. The measure is targeted toward letting victims' families sue Saudi citizens and possibly the Saudi government. During the debate, members said the issue of who was responsible should be sorted out in the courts. close
