The Senate passed H.R.2710 to amend the Fair Labor Standards Act of 1938 to increase the minimum wage. The Senate agreed to S.Res. 205 to establish a student tree planting program. The injunction of secrecy was removed from the Council of Europe and Organization for Economic Cooperation and Development Convention on Mutual Administrative Assistance in Tax Matters (Treaty Doc.
