Secretary of Agriculture Tom Vilsack acknowledges consumption of school milk would increase if whole milk was served. However, even if current research was incorporated into nutritional guidelines and whole milk was allowed to be served in schools, it costs too much to be a practical solution to declining fluid milk consumption. A better solution than spending a bit more for whole milk, he says, is for schools to spend more on packaging and refrigeration of the less desirable versions of milk. close
