The House convened, starting a new legislative day.

The Speaker designated the Honorable Judy Biggert to act as Speaker pro tempore for today.

Today’s prayer was offered by Capt. Leroy Gilbert, Chaplain of the United States Coast Guard.

JOURNAL PROCEEDINGS POSTPONED - The Chair put the question on agreeing to the Speaker’s approval of the Journal of May 24 by voice vote and announced that the ayes had prevailed. Mr. McNulty objected to the voice vote and the Chair subsequently postponed further proceedings on the Journal until later in the day.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Green of WI to lead the Members in reciting the Pledge of Allegiance to the Flag.

The House received a message from the Senate. The Senate passed S. 143, S. 378, S. 468, S. 757, S. 774, and H.R. 581.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches.

SPECIAL ORDER SPEECHES - The House has proceeded to Special Order speeches without prejudice to close
