Cole and several other members. The amendment gave the House Ethics Committee until June 15 to develop a permanent plan governing private travel, and allowed private travel in the interim with a two-thirds vote of Ethics Committee members. The bill itself banned privately funded travel through 2006, and mandated that lobbyists file reports more frequently, required members to report possible job conflicts of interest, and stripped retirement benefits from any members convicted of bribery. He also responded to telephone calls and electronic mail.
