Senator Byrd testifies as an expert on the Constitution to address the need for updating the Vacancies Act. Byrd emphasizes that by promoting the use of the checks and balances of the Constitution in this update, we promote liberty. Byrd reports on a survey he issued, to cite that many positions in the executive branch currently violate the Vacancies Act. He explains in great detail the clauses outlining proper nomination, and insists that others should be able to read these, understand, and execute nominations accordingly. Byrd claims that to ignore violations of these passages is to undermine the integrity of the Constitution. Byrd believes that assuming new laws overwrite the Vacancies Act is an abuse of power. close
