These clips help explain an Omnibus Bill. An Omnibus Bill is a proposed law that covers a number of topics that may be unrelated and is approved all together in one vote. An Omnibus Spending bill may lump together reconciliation and appropriations bills. The first clip is a discussion about the normal budget process versus the omnibus bill.
