An Omnibus Spending bill may lump together reconciliation and appropriations bills. The first clip is a discussion about the normal budget process versus the omnibus bill. The second clip is an announcement by the Director of the Office of Management & Budget (OMB) that the President would sign the 2018 Omnibus Bill and reasons why they it would be signed.
