While under suspension of the rules the House passed six bills which deal with Veterans' Affairs matters. While under suspension the House also debated H.R. 1662, the Torture Victim Protection Act, and H.R. 3275, which implemented the Steel Trade Liberalization Program. The House recessed until later that afternoon at which time these two bills were passed. The House also passed three additional bills. H.R. 3287 waives the requirement of congressional review for certain issues of revenue bonds issued by the District of Columbia, H.R. 1486 authorizes funds for the Maritime Administration for FY90, and S. 1709 which extends certain health care benefits for the Department of Veterans' Affairs.
