The House agreed, with amendment, to the Senate amendment of H.R. 1594, giving Hungary favored-nation trade status. The House debated H.R. 770, which entitles employees to family leave in certain cases, but came to no resolution. The House agreed to the adoption of a conference report on H.R. 2364, the bill to reauthorize Amtrack for fiscal 1989-92 and to require the Interstate Commerce Commission to review proposed acquisitions of major railroads by non-railroad companies. The motion was agreed to reject the Senate amendments to establish a new child-care grant program.
