The House voted to suspend the rules and pass H.R. 4982, to promote the study of mathematics and science in elementary schools and to provide training for mathematics and science teachers. The House failed to pass H.J. Res. 268, proposing and amendment to the Constitution to provide for a balanced budget for the United States Government.
