The House voted to suspend the rules to pass various measures, including H.R. 5610, to amend the Federal Deposit Insurance Act to allow the assessment rates to be adjusted more frequently than annually. The House considered H.R. 5611, to allow free mailing privileges to members of the Armed Forces while engaged in temporary military operations under arduous circumstances.
