The House voted to suspend the rules and pass H.R. 1176, to provide supplemental appropriations for fiscal year 1991 for the Department of State for certain emergency costs associated with the Persian Gulf conflict. The House voted to suspend the rules and pass H. Res. 95, commending the President and United States and allied military forces on the success of Operation Desert Storm.
