The House opened this session with one-minute speeches. Any Member may take the floor and speak on the subject of his or her choice for one minute. The House then moved on to the Emergency Spending Control Act of 1994. This bill would allow members to move to strike non-emergency spending from emergency spending bills,(i.e., flood relief). Members later took up the F.Y 95 Defense Authorization before moving on to Special Orders. Health Care was a topic of discussion near the end of the day.
