The House considered several bills under suspension of the rules. One of those measures would establish notification requirements for any National Security Council member who becomes medically incapacitated, in response to Defense Secretary Lloyd Austin's lack of notification while hospitalized earlier in 2024. Representative-elect Tim Kennedy (D-NY), who won a special election to replace former Representative Brian Higgins (D-NY), was sworn in by Speaker Mike Johnson (R-LA).
