The Senate agreed to S.Res. 197 to ensure that sufficient funds are available to aid the victims of the California earthquake and Hurricane Hugo without increasing the Federal budget deficit. The Senate passed S. 1062 to amend the Earthquake Hazards Reduction Act of 1977 to improve the federal effort to reduce earthquake hazards. The Senate began consideration of S. 1582 to amend the Foreign Assistance Act of 1961 to provide for certain forms of assistance to Poland to ensure the success of freedom and democracy in Poland.
