The Senate passed S.J.Res. 178 to express U.S. support for the aspirations of the people of Soviet Armenia for a peaceful and fair settlement to the dispute over Nagorno Karabagh. The Senate passed H.R. 1465 to establish limitations on liability and damages resulting from oil pollution and to establish a fund for the payment of compensation for such damages. A unanimous consent agreement was reached providing for the consideration of S. 695, to promote excellence in American education by recognizing and rewarding schools, teachers, and students for their outstanding achievements, enhancing parental choice, and encouraging the study of science, mathematics, and engineering.
