The Senate continued consideration of S. 1204, the Surface Transportation Efficiency Act and the Federal-Aid Highway Act. The Moynihan (D-NY) amendment 353, to authorize states to enter into certain agreements and compacts relating to regional transportation problems, was adopted. Amendment 356, to strike the Highway Trust Fund provisions of the amendment was adopted. Byrd amendment 295, to allot bonus apportionments based on the level of effort shown by each State. The Byrd (D-WV) Modified Amendment 296 was adopted. The Graham (D-FL) amendment 357, to provide that funds be divided between a national highway and bridge program and urban and rural highway and bridge programs, was rejected. A unanimous-consent time-agreement was reached providing consideration of a proposed Lott Amendment relating to non-Federal matching ratios.
