The Senate worked on instructions for negotiations between the House and Senate on a science and technology research bill. Both chambers have already passed separate versions of the legislation that aims to help U.S. semiconductor manufacturers better compete with China. Nearly 30 votes were held on the floor, some approved by voice vote. One instruction that passed was a motion from Senator James Lankford (R-OK) requiring specific guidelines be met in a nuclear agreement between the U.S. and Iran. Under that provision the Biden administration is prohibited from lifting sanctions against the Islamic Revolutionary Guard Corps and revoking its designation as a foreign terrorist organization.
