Senate Passes Foreign Aid Package 79-18
Senate Session - November 1, 2023

The Senate completed work on and passed a three-bill package for fiscal year 2024 federal spending for the Departments of Agriculture, Housing and Urban Development, Transportation, and Veterans Affairs, as well as military construction projects. A vote on passage of Federal Emergency Management Agency (FEMA) disaster relief funding legislation by Florida Republican Senators Rick Scott and Marco Rubio failed to get the needed 60 votes. Later, Several Republicans in floor remarks voiced their opposition to Senator Tommy Tuberville’s (R-AL) months-long blockade of Pentagon promotions because he disapproves of the Defense Department’s policy of reimbursing service members who travel for an abortion. Senators Joni Ernst (R-IA) and Dan Sullivan (R-AK) proceeded to make requests for nominations to be approved by voice vote, all of which were objected to by Senator Tuberville.
