The Senate approved a House-passed short-term spending bill to fund the government and avert a shutdown before a midnight deadline on November 17, 2023. The legislation extends government funding in two stages to January 19, 2024, and February 2, 2024. Members also defeated a joint resolution to block President Biden's new student loan repayment plan, after holding the vote open for more than seven hours, and they voted to go to conference with House negotiators to work out differences on the fiscal year 2024 National Defense Authorization Act. Later, for the second time in two weeks, Republican Senators Dan Sullivan (AK), Joni Ernst (IA), Todd Young (IN) and Lindsey Graham (SC ) challenged Republican Senator Tommy Tuberville (AL) over his blockade of more than 400 military nominees. Republican Senator Mike Lee (UT) objected to each request for swift approval.
