Ilya Ponomarev, the only Russian lawmaker to vote against annexing Crimea, talked about Russian politics, Russia’s intervention in Ukraine, and U.S.-Russia relations. Mr. Ponomarev said that President Putin was using anti-fascism propaganda as a reason for Russia’s activities in Ukraine. He said Putin was framing the narrative as Russia liberating Ukraine from the western fascists currently in power.
