Defense Secretary William Cohen and General Henry Shelton, Chairman of the Joint Chiefs of Staff, testified that the military needed $5.5 billion in supplemental spending to continue the air campaign over Yugoslavia and requested more funding to provide a pay raise for military personnel and provide critical operational maintenance. Among the other issues discussed were the accidental bombing of the Chinese Embassy in Belgrade and the military action in Yugoslavia. close
