The Senate Armed Services Committee held another hearing on the U.S. Policy in the Persian Gulf. In marked contrast to this morning’s testimony from former military chiefs, former Secretary of State Henry Kissinger strongly doubted whether sanctions would wear down Iraq and force its withdrawal from Kuwait. He believes that the U.S. and its allies can maintain troop strength at 400,000 beyond the spring of 1991. close
