President Bush announced a new Middle East initiative in which he urged Israel to end its offensive against Palestinian militants by withdrawing troops from occupied territory and called for Chairman Arafat to take clear and proactive steps to prevent terrorism. He also said that he would send Secretary Powell to the region to help broker a cease-fire and encourage parties to revive peace negotiations. close
