Former Undersecretary of State, Joseph Sisco, spoke of the United States relation with Israel in the context of a changing world. Mr. Sisco contrasted the possibility for clarity of military objectives during disputes, to the muddled vision of the political and social objectives during conflicts. He said that because of the Persian Gulf war, a narrow opportunity has developed for improved Israeli-United States relations. close
