The House and Senate Budget conference members met to discuss House Concurrent Resolution 121 and the Senate budget resolution to negotiate a joint budget resolution. In convening the conference, Senator Jim Sasser, D-Tennessess, Committee Chairman, said the differences between the House and Senate budget resolutions were only a matter of degree, not in concept. He stated the priorities of the Senate’s budget resolution as being a $3.1 billion increase in education programs, and a $1.3 billion increase in health and nutrition programs. The priorities of the House were essentially similar, although the House included priorities in energy, science, transportation and justice. Chairman Sasser said given the spending caps determined in the 1990 budget summit, there was little room for new initiatives. close
