Professor Yoo talked about legal and economic strategies for fighting terrorism. Topics included al-Qaeda’s losses in Afghanistan, the new terrorism, effective independent nation states, free trade agreements, and the Iraq situation. He suggested that full sovereignty is not possible for some regions and that alternate systems such as trusteeship may have been better for Somalia, Afghanistan and the Balkans where no fully functional state ever existed. He suggested the use of false terrorist organizations which could cause terrorists to doubt the identity of other terrorists. After his presentation he answered audience members' questions.

Professor Yoo is a visiting scholar at the American Enterprise Institute and a professor at the University of California at Berkeley. close
