Ed O’Keefe explained the Senate agreement on a short-term spending bill that would fund the government through November 18, 2011, and he responded to telephone calls and electronic communications. The agreement involved FEMA (Federal Emergency Management Agency) recouping unused disaster relief funds from states and cities, thus allowing them to remain solvent through the end of the fiscal year on September 30.

Wilkes-Barre, Pennsylvania, Mayor Thomas Leighton was interviewed by phone about the impact of federal disaster assistance for his city. The city flooded during back-to-back rains from Hurricane Irene and Tropical Storm Lee.
