Security officials testified on their progress toward implementing the Embassy Security and Personnel Protection Act of 2013, which aims to prevent future attacks on U.S. diplomatic posts. Gregory Starr argued that legislation moving through the Senate would provide added protection at embassies, but declined to say if the measure would have prevented the Benghazi attack. Bill Miller said the diplomatic post in Benghazi did not meet basic security standards, and that rules are now in place to avoid that situation in the future. close
