Panelists talked about the impact of marijuana legalization and argued that certain adverse consequences could be avoided through strong federal actions that would allow states to legalize marijuana while removing large corporations from the picture. Professor Mark Kleiman said the current state-by-state approach to legalization had the potential to increase marijuana abuse and decrease tax revenues as the industry grew in size and influence. Topics included Washington and Colorado, the two states that had legalized recreational use of marijuana.
