Democratic presidential nominee Gov. Bill Clinton spoke at a rally in the city where a bipartisan commission on presidential debates had scheduled a debate for later in the evening between Gov. Clinton and President Bush. The president declined to participate in the debate, objecting to the format and a third party making the negotiations for the debate. Speaking outdoors at midday on the campus of Michigan State University, Gov. Clinton defended his record as governor of Arkansas and criticized President Bush for failing to show up for the debate and for spending his time attacking the Democrats instead of debating. Behind Gov. Clinton at the rally was a large sign stating, “Bill Clinton. There’s no debate about it.” close
