Banking and data security policy experts talked about the future of secure credit and debit card transactions in the U.S. as card issuers, merchants, and banks begin issuing “chip” cards that promise more security than ones with magnetic stripes. They discussed the October 2015 date when networks such as Visa, Mastercard, and American Express plan to shift liability for fraudulent transactions onto merchants and issuing banks that had not adopted new chip-enabled cards made to the EMV (Europay, Mastercard, and Visa coalition) standard already present in Europe, Canada, and parts of Asia.
