Witnesses offered recommendations for curbing revenue to terror groups such as ISIS* at a hearing on terrorist financing and U.S. hostage policy. Included among those testifying was Diane Foley, the mother of James Foley, a journalist who was kidnapped and ultimately killed by ISIS in August 2014.
