Vice President Al Gore and Secretary Warren Christopher spoke in a forum at the Department of State on initiatives to make the State Department and related agencies more effective and cost-efficient. The forum was one in a series of visits the vice president is making to government agencies as part of the National Performance Review, which seeks input from agency workers on how to best improve the efficiency of their agency.
