The Senate Homeland Security and Governmental Affairs Committee held a hearing to discuss ISIS* ideology and its relation to and motivation for so-called “lone wolf” actors such as the shooter in the June 12, 2016, attack at a gay nightclub in Orlando, Florida. Witnesses, including refugees from ISIS-affected areas, talked about what drives the successes and failures of the group, and made recommendations for how best to counter ISIS with efforts beyond the U.S.-led military operations in the Middle East and Africa.
