The Federal Emergency Management Agency’s top flood insurance official was joined by small business owners, mostly from the residential construction and real estate industries, at a hearing on the impact of rising National Flood Insurance Program premiums on small businesses. The business owners talked about quickly escalating premiums for homeowners in low-lying areas, and argued that private insurers might be able to offer lower rates, while the FEMA official said it was important for the flood insurance program to capture a wider base of customers to lower premiums overall. close
